Upprop: CPT måste värna om Abdullah Öcalans hälsotillstånd, säkerhet och rörelsefrihet

Institutet Kurdiska kvinnor för fred – Cenî, har inlett ett upprop där man kräver att CPT (Europeiska kommittén mot tortyr och omänsklig eller förnedrande behandling eller bestraffning) värnar om den kurdiske folkledaren Abdullah Öcalans hälsotillstånd, säkerhet och rörelsefrihet. Cenî uppmanar till starkt internationellt deltagande. Uppropet skickas till CPT via e-post, fax eller brev. För- efternamn och adress fordras.

Protect the health, security and freedom of movement of Mr. Abdullah Öcalan!

Dear Mr. Hüseynov,

Up to now only the CPT could visit the representative of the Kurdish people, Mr. Abdullah Öcalan who was kidnapped by a secret service operation on February, 15th 1999 and brought to the prison island Imrali. Therefore, we are convinced that only the CPT can prevent the dangers concerning the health and security of Mr. Öcalan resulting from the present politics of the AKP government. By the means of a referendum carried out in 2006, 3.5 million Kurds announced their confidence in Mr. Abdullah Öcalan as their legitimate political representative. This means that he represents the will of the Kurdish people and he is the spokesperson entitled to negotiate for the political solution of the Kurdish question.

Since July, 27th 2011 we have not received any information about the situation of Mr. Öcalan. It is incomprehensible to us why the CPT has not taken any steps with regard to this situation, although the lawyers of Mr. Öcalan submitted the relevant applications to your committee some months ago. This shows that the CPT is failing to fulfil its duties and its responsibilities in the case of Mr. Öcalan.

We interpret the CPT’s silence and its lack of action with regard to the systematic rights violations which are committed by the AKP government on the prison island Imrali as a blatant acceptance of the arbitrary and totalitarian politics of the AKP. This is especially the case as since July 27th, 2011 all lawyers’ visits and related visits to Mr. Öcalan are prevented under specious reasons. Furthermore 39 lawyers of Mr. Öcalan’s team of defenders were arrested on November22nd, 2011. At the same time the legal office "Asrin" which is responsible for his juridical defence and the current legal procedures was raided by the police, while computers and documents were confiscated. Hereby, Mr. Öcalan’s right to defence has been seriously restricted. Further, under these aggravated isolation conditions on the island of Imrali another "cell punishment" was executed on November, 25th 2011.

Meanwhile the AKP government has worked out a new law, which aims at even legalising these so far arbitrarily applied measures against Mr. Öcalan. The seriousness of the situation once again becomes clear by the fact that Mr. Öcalan transmitted the message ‘The situation is very critical here. It is not appropriate that we carry out the visit’ through the prison staff to his brother when he was allowed to make a visit on the island Imrali for the first time again on January, 19th 2012.

Not least on account of the worrying latest developments, if the CPT remains inactive it hands the life of Abdullah Öcalan over to the elimination politics of the AKP. As a result of the silence of international institutions, unfortunately the AKP has felt encouraged to carry out more than 8,000 arrests and detain more than 4,500 people since 2009. On average another 43-45 persons are daily arrested because they engage themselves in the search for a political solution of the Kurdish question and the democratisation of Turkey. Kurdistan has been transformed into a prison.

By the means of this letter we would like to ask you to fulfil your responsibility and your duties and to seek an immediate termination of the illegal politics which are implemented by the AKP government against Mr. Öcalan. We request you to make your contribution to guarantee Abdullah Öcalan’s health, security and freedom of movement.
